Pre-planning advice fees

Planning application fees were increased by 20% last year, although the council held the pre-application fees at the existing level due to staffing pressure at that time, which resulted in some unacceptable delays in delivery. New staffing appointments have therefore been made within the service to rectify this and an additional planning consultant engaged specifically to improve pre-app performance. Accordingly, and to assist in covering the additional expenditure, pre-application fees will be increased by 10% from Monday 8 April 2019, to help recover most of these additional costs.


Find the appropriate fee for your pre-planning advice below. The additional costs apply when more than two site visits are required, following a significant change to the plans. Statutory consultees are now charged separately for advice so you may need to contact them independently.

Exemptions to charging

There are some circumstance when the charge on pre-planning advice is not applicable:

  • Where the enquiry is to benefit a person who is registered disabled, except where a new dwelling is proposed
  • Works to trees - covered by a Tree Preservation Order or in a Conservation Area
  • Advice on how to submit a planning application
  • Enquiries made by Herefordshire Council
  • Enquiries made by a town or parish council in connection with their statutory functions
  • Enquiries made by a Registered Social Landlord (RSL) or Housing Association (HA) - where the development is solely for social/affordable housing

Minerals and waste/natural resources - county matters and related development

Includes: New/extended buildings, plant/machinery, new/extended landfill/ land-raising including soil/inert, all waste treatment/processing/transfer/disposal facilities, EFW plant, scrapyards, AD plants, all mineral extraction, variation of conditions (including site area or time extensions on minerals or waste sites), significant earthmoving (for example, lakes), sewage treatment facilities including reed-beds and SUDS, engineering operations, EIA and ROMP preparation advice.

Notes

  • The additional cost will apply when more than two meetings are required but will only need to be paid where more than two site visits are required or when further feedback is required following a significant change to the plans
  • In cases where two fees may be applicable, the higher fee will be charged
  • In cases involving mixed use developments falling within different categories, the fee will be based upon calculating the total for each element of the proposal.
  • The charge for engineering operations that do not fall within the minerals and waste/natural resources - county matters and related development category will be based upon the floor area/site area set out in the commercial development category.
