Adopted Minerals and Waste Local Plan

The Herefordshire Minerals and Waste Local Plan (MWLP) was adopted by Council on 8 March 2024.

The adopted Minerals and Waste Local Plan comprises of these four documents:

The MWLP was subject to examination by two appointed independent Planning Inspectors between 22 March 2022 and 31 October 2023. Public hearing sessions were held between 8 and 10 November 2022.

The Inspectors' report, published on 31 October 2023, concluded that the MWLP is sound and legally compliant, subject to the main modifications recommended by the Inspectors.

The adopted MWLP includes the main modifications and additional minor changes proposed by Herefordshire Council.

The MWLP, now adopted, replaces the saved minerals and waste policies of the Herefordshire Unitary Development Plan. The MWLP forms part of the Herefordshire Local Plan and sets out the council's preferred strategy and planning policies for the county's minerals and waste needs up to 2041.

Note: A revised National Planning Policy Framework (NPPF) was published in December 2023 and the provisions in paragraph 230 of the 2023 NPPF apply. While the MWLP was produced and examined under a previous version of the NPPF, the changes made between the 2023 NPPF and the previous 2021 version (including the September 2023 update) have been assessed and they are not considered to be of significance or relevance to the adoption of the MWLP.
