New Local Plan 2025 - 2045

A new Local Plan for 2025–2045 is currently being prepared. Upon adoption, it will replace the Adopted Core Strategy 2011 – 2031 and the Minerals and Waste Local Plan 2021 – 2041.

Until then, the adopted Core Strategy and Minerals and Waste Local Plan will continue to form the development plan and guide planning decisions across the county.

What is a Local Plan?

A Local Plan is a critical document in shaping the future of the county. It has a major influence on how the local area will change, develop, look and feel in the future. It identifies the number of new homes and jobs required to meet local needs over the next 20 years and where development should take place to accommodate growth.

The plan also identifies areas which need protecting or improving. In addition, it plans for the sustainable supply of minerals needed to support development and the economy and identifies how waste arising in the county will be managed, while minimising impacts on communities and the environment.

Local Plans are at the heart of the planning system and are the main consideration in deciding planning applications. They set the framework in which decisions on development proposals are taken locally. Without a Local Plan, local authorities have less control over development decisions.

Local Plans need to be reviewed at least every five years. These reviews allow for the consideration of updated information on the needs of our communities and changes to policy at the national level. The new Local Plan, once adopted, will replace the current Adopted Core Strategy 2011-2031.

The preparation of a Local Plan must follow a process as set out by government and new policies must be consistent with the National Planning Policy Framework. Plans should provide a positive vision for the future of each area and the framework for addressing housing needs and other economic, social and environmental priorities, being based on robust evidence.

Herefordshire Council is both the local planning authority and the minerals and waste planning authority. The new Local Plan will be a single Local Plan covering all relevant matters including matters relating to minerals and waste.
