The Local Plan 2021 – 2041 is no longer being progressed. The council is currently preparing a new Local Plan for 2025 – 2045, which will replace the Adopted Core Strategy 2011 – 2031 and the Minerals and Waste Local Plan 2021 – 2041 upon adoption.

In December 2024, the government updated the National Planning Policy Framework and the mandatory housing targets for the county. As a result of these changes, the council decided to cease further work on the Local Plan 2021 - 2041 because a new spatial strategy is required to address the significant uplift in housing growth.

The council will now progress its Local Plan under the new plan making process introduced by the Levelling up and Regeneration Act (LURA) 2023.
