Residents' parking permits
Residents' parking permits are available only to residents living in a parking scheme zone. They give residents and their visitors a better chance of parking close to where they live or are visiting.
We operate residents' parking schemes in Bromyard, Colwall, Hereford, Leominster and Ross-on-Wye.
You can check your eligibility and the number of permits allowed in each permit scheme zone in the resident parking permit zones and explanatory notes.
The annual cost for first and second permits, including visitor's permit is £30 each. Where the scheme allows, a third permit costs £75 and fourth or fifth permits cost £100 per year. To change the vehicle registration number on your vehicle permit there is a cost of £10.
Apply for, renew or replace a resident's parking permit
Use the online application below to apply and arrange payment for a new permit or permits, or to renew or replace a permit. We do not reissue lost visitor permits; see point 15 in the terms and conditions. You will have to wait until the visitor permit has expired and reapply.
As of January 2020, we do not issue permit reminder letters. We recommend that you renew your permit in plenty of time before the expiry date - at least two weeks to allow applications to be processed and posted. If your permit has expired, you cannot park in anticipation of receiving a permit and instead you should find alternative parking until you receive a relevant valid permit.

Before you apply, read the resident parking permit zones and explanatory notes, to check you are eligible and for guidance on making your application.
You will need the V5 document for your vehicle to apply. The V5 registration document must:
- Be in the applicant's name
- Match the address for which the permit is requested
We cannot accept any other document, and cannot issue a permit without the correct details.
