1. The promoter
The promoter is: The County of Herefordshire District Council of Plough Lane, Hereford, HR4 0LE.
2. The prize draw
2.1 The title of the prize draw is Garden Waste Service Annual Subscription Prize Draw.
2.2 10 winners will be drawn at random and receive a refund of their first annual subscription fee for the garden waste collection service.
3. How to enter
3.1 The prize draw will run from 9am on 22 October 2025 (the "opening date") to 9am on 1 December 2025 (the "closing date") inclusive.
3.2 All prize draw entries must be received by the promoter no later than 9am on the closing date. All prize draw entries received after the closing date are automatically disqualified.
3.3 To enter the prize draw, sign up to the new Garden Waste Service through the council's website or by contacting customer services on 01432 260051 before the closing date and you will automatically be entered into the prize draw.
3.4 The promoter will not accept:
- Responsibility for prize draw entries that are corrupted, not successfully completed or transmitted, lost, mislaid, damaged or delayed in transit, regardless of cause, including, for example, as a result of any postal failure, equipment failure, technical malfunction, systems, satellite, network, server, website, computer hardware or software failure of any kind; or
- Proof transmission as proof of receipt of entry to the prize draw.
3.5 By submitting a prize draw entry, you are agreeing to be bound by these terms and conditions.

3.7 The 10 winners will be selected at random using a computer process.
The promoter will send the full names of the judges to anyone who writes within one month after the closing date of the prize draw requesting details of the judges and who encloses a self-addressed envelope to the address set out in The promoter is: The County of Herefordshire Council of Plough Lane, Hereford, HR4 0LE.
4. Eligibility
4.1 The prize draw is only open to residents in the Herefordshire Council area aged 18 years or over, except:
- Employees, or members of the council;or
- Members of their immediate families or households of (a) above.
4.2 In entering the prize draw, you confirm that you are eligible to do so and eligible to claim the prize. The promoter may require you to provide proof that you are eligible to enter the prize draw.
4.3 The promoter will not accept prize draw entries that are:
- Automatically generated by computer or created by artificial intelligence (including but not limited to chatbots such as ChatGPT or similar software applications);
- Completed by third parties or in bulk;
- Illegible, have been altered, reconstructed, forged or tampered with;
- Photocopies and not originals; or
- Incomplete.
4.4 There is a limit of one entry to the prize draw per household. Entries on behalf of another person will not be accepted and joint submissions are not allowed.
4.5 The promoter reserves all rights to disqualify you if your conduct is contrary to the spirit or intention of the prize draw.
5. The prize
5.1 The prizes are the refund of one annual subscription fee to the garden waste service and 10 are available to be won.
5.2 Prizes are subject to availability. There is no cash alternative for the prize.
5.3 The prize is not negotiable or transferable.
6. Winners
6.1 The winners will be chosen at random after the prize draw has closed.
6.2 The decision of the promoter is final and no correspondence or discussion will be entered into.
6.3 The promoter will contact the winners personally as soon as practicable after the closing date, using the telephone number or email address provided with the subscription.
6.4 The promoter must either publish or make available information that indicates that a valid award took place. To comply with this obligation the promoter will send the surname of prize winners, to anyone who writes to the address set out in CONDITION 1 enclosing a self-addressed envelope within one month after the closing date of the prize draw.
6.5 If you object to any or all of your surname, being published or made available, please contact the promoter at garden@herefordshire.gov.uk In such circumstances, the promoter must still provide the information and winning entries to the Advertising Standards Authority on request.
7. Claiming the prize
7.1 Please allow 14 days for the refund to be issued to the payment method used to pay for the subscription. No other payment method will be used to pay the refund and no payment will be made to a third party.
7.2 The prize may not be claimed by a third party on your behalf.
7.3 The promoter will make all reasonable efforts to contact the winner. If the winner cannot be contacted or is not available, the promoter reserves the right to offer the prize to the next eligible entrant selected from the correct entries that were received before the closing date.
7.4 The promoter does not accept any responsibility if you are not able to take up the prize.
8. Limitation of liability
8.1 Insofar as is permitted by law, the promoter, its agents or distributors will not in any circumstances be responsible or liable to compensate the winner or accept any liability for any loss, damage, personal injury or death occurring as a result of taking up the prize except where it is caused by the negligence of the promoter, its agents or distributors or that of their employees. Your statutory rights are not affected.
9. Ownership of prize draw entries and intellectual property rights
9.1 All prize draw entries and any accompanying material submitted to the promoter will become the property of the promoter on receipt and will not be returned.
10. Data protection and publicity
10.1 The promoter will only process your personal information as set out in the garden waste collection service privacy notice and to administer the prize draw. See also condition 6.3 and condition 6.4, with regard to the announcement of winners.
11. General
11.1 If there is any reason to believe that there has been a breach of these terms and conditions, the promoter may, at its sole discretion, reserve the right to exclude you from participating in the prize draw.
11.2 The promoter reserves the right to hold void, suspend, cancel, or amend the prize draw where it becomes necessary to do so.
11.3 These terms and conditions are governed by English law. If any entrants to this promotion wish to take court proceedings, then they must do this within the courts in the United Kingdom.
