This extract does not include:

• Properties where sole traders are liable.
  We consider details of those accounts to constitute those individuals’ personal data and as such this information is withheld under the data protection legislation and Section 40(2) of the Freedom of Information Act 2000.
• Detail about reliefs / credits or empty properties.
  We have live intelligence of fraud being committed against local authorities, attempting to fraudulently obtain Business Rates credit refunds. Rates and credit information would assist fraudsters in knowing which businesses to falsely put a credit claim against, and the amount to attempt to claim.
• Detail of empty business rates properties.
  Information on the vacancy status of a property has been given to the council in confidence by the businesses concerned. As such we have previously made the decision to stop publicly publishing this information, nor do we disclose it in response to FOI requests. This also reduces the risk of break in, vandalism and criminal behaviour that could arise as a result.

Taking into account the above issues we consider:

• There is no overriding public interest in releasing this information.
• Any public interest would be best served by upholding the exemption under Section 31 of the Freedom of Information Act.
• Disclosure would be likely to prejudice the prevention of crime by enabling or encouraging the committing of offences.

Information provided in confidence to the council is withheld under Section 41 of the Freedom of Information Act.
