Maintaining the highway network

As the local highway authority, Herefordshire Council is responsible for maintaining public roads across the county, except for trunk roads and motorways.

To help us meet our legal responsibilities, we carry out regular inspections of the highway network in line with our Highway Safety Inspection Manual.

This sets out how the network is inspected and managed and has been developed in accordance with national guidance and the Well Managed Highway Infrastructure code of practice.

The manual provides a consistent, risk-based approach to identifying and responding to highway defects, helping us maintain a safe and reliable network while supporting the council's wider objectives.

Each year, we develop our maintenance programmes using an asset management approach.

This ensures that available funding is targeted where it will deliver the greatest benefit and helps us plan for the long-term condition of the network.

More information about how we manage and invest in our highway assets can be found on our Highway Asset Management page.
