Traffic regulation orders

A traffic regulation order (TRO) is a legal order that allows us to enforce road regulations. The police and our civil enforcement officers use TROs to manage traffic and parking across most of Herefordshire's roads. Most TROs are introduced following requests from local communities or the police to address safety concerns, traffic congestion, or quality of life issues.

What TROs are used for

TROs are required for many types of road restrictions, including:

  • Speed limits
  • One-way streets
  • Weight restrictions
  • On-street parking

The Traffic Regulation Order process explained

Members of the public must request TROs through their ward councillor and city, town or parish council who will raise cases on behalf of residents.

This is because:

  • The local ward councillor and the relevant city, town or parish council may be aware of similar requests and can help coordinate applications
  • TROs take several months to process and Herefordshire Council requires the local ward member and city, town or parish council's input
  • The support of the local ward councillor and city, town or parish council is required before engineers will start the TRO procedure
