A new Local Transport Plan for Herefordshire 2025-2041 (LTP5)

Herefordshire Council’s Local Transport Plan (LTP5) sets out what, where and how we intend to invest in transport in Herefordshire between 2025 and 2041. LTP5 will support our strategic ambitions and pro-choice agenda to provide greater transport options, while aligning with the council’s emerging Local Plan. This strategic alignment will deliver opportunities and maximise benefits through improved co-ordination between housing developments, changing travel patterns and the required infrastructure.  

The new LTP will cover the whole of Herefordshire, recognising the different characteristics of Hereford, the five market towns and our rural communities. It will contain two key elements:

1. An overarching strategy setting out how investment in transport will help to achieve the economic, environmental, health and social ambitions of the council
2. An implementation plan setting out a programme of schemes and projects which will include a wide range of types of transport options

Engagement - Your feedback

To ensure that LTP5 reflects local communities and priorities, we undertook a series of engagement sessions throughout March to May 2024 and May to June 2025, with the public, businesses, and wider stakeholders.  These sessions and the feedback received helped shape the plan and its priorities (draft Local Transport Plan, 2025-2041).

Previous Local Transport Plan, 2016-2031 (LTP4) 

The previous Local Transport Plan (LTP4) was developed to reflect Herefordshire's existing Core Strategy between the period 2016-2031.

The LTP4  established the council's strategy for supporting economic growth, improving health and wellbeing and reducing the environmental impacts of transport between this period.
