Major road improvement programme planned across Herefordshire

More than 140 roads across Herefordshire are set to benefit from resurfacing and maintenance work as part of a wider £37 million investment in roads, footpaths and public spaces in 2026/27.


The programme includes schemes across the Herefordshire road network which connect communities and support residents, businesses and visitors.

Herefordshire Council has earmarked more than £12 million for resurfacing roads, highways investment and improvements to public rights of way. There is additional funding to support preventive treatments such as surface dressing and targeted repairs to help extend the life of the road network and prevent the future development of potholes.

Works will take place across Herefordshire, including roads serving Hereford, Leominster, Ross-on-Wye, Ledbury, Kington and surrounding rural communities, ensuring improvements in communities across the county.

Examples of roads included in the programme include the A44 in Leominster, the A438 Ledbury Road in Hereford, the A465 Belmont Road, the A480 at Mansel Lacy and the B4220 near Cradley.

Key facts about the 2026/27 programme

• £37 million total investment in roads, footpaths and public spaces

• 142 road schemes planned across Herefordshire

• 32 A-road schemes on key strategic routes

• 31 B-road schemes supporting important regional connections

• 37 C-road schemes linking towns and villages

• 41 schemes on unclassified road schemes including neighbourhood roads, bends and junctions

In total, the Council’s Highway’s team estimate that around 20 miles of road will be resurfaced with a further 64 miles undergoing dressing and preparatory work.

Wider highways investment

The resurfacing programme forms part of a broader package of improvements designed to maintain and improve the county’s highways and public spaces, including:

·       £23.697 million in Government highways maintenance funding

·       £5 million to resurface Herefordshire’s Roads

·       £6.385 million in highways infrastructure investment

·       £1 million for improvements to Public Rights of Way

·       £600,000 to tackle ash dieback affecting roadside trees

·       £945,000 to support town and parish councils with environmental improvements

Together, these investments will support a wide range of improvements including better drainage, safer walking routes, repairs to bridges and other structures, and upgrades to local public spaces.

Herefordshire Council’s Cabinet Member for Roads and Regulatory Services, Cllr Barry Durkin said:

“This further major investment demonstrates our commitment to keeping Herefordshire’s roads safe, reliable, and resilient. From key A roads to local neighbourhood routes, these improvements will benefit residents, businesses, and visitors across the county. By carrying out both resurfacing and preventative maintenance, we are ensuring our road network remains in good condition for years to come.”

Works will be delivered throughout the year, with engineers assessing each site individually to ensure the right treatment is used in the right place, helping extend the life of the road network and reduce the need for more costly repairs in future.

The programme will be updated throughout the year with additional schemes being added as they are identified and evaluated.

The programme will also be delivered under a new Public Realm Services model, with the Council taking a more direct role in managing highways services while working with M Group Highways Ltd and specialist contractors.
