John Hobbs Appointed as Corporate Director for Economy and Environment at Herefordshire Council

Herefordshire Council is pleased to announce the appointment of John Hobbs as its new Corporate Director for Economy and Environment, with effect from 27 October 2025.


John brings a wealth of experience in infrastructure, economic development and public service leadership. He previously served as Director of Economy and Infrastructure at Worcestershire County Council from 2006, and has held senior roles in the private sector with organisations including Tarmac, Bombardier, and Alstom Transport. A qualified quantity surveyor and solicitor, John has led major infrastructure and regeneration programmes and brings a strong track record of delivery and partnership working.
 
In his new role, John will lead one of the council’s most ambitious portfolios, with responsibility for:

  • Driving and enabling economic growth and investment across Herefordshire
  • Leading the development and implementation of the new Local Plan
  • Overseeing major infrastructure and regeneration projects, including the Hereford Bypass and restoration of Shire Hall
  • Championing environmental sustainability and the council’s response to improving the health of the county’s rivers
  • Managing significant public realm contracts and partnerships in areas such as highways, transport and green spaces
  • Overseeing everyday operations of the council, such as waste, parking, planning and enforcement

Paul Walker, Chief Executive of Herefordshire Council, said:

A qualified quantity surveyor and solicitor, John has led major infrastructure and regeneration programmes and brings a strong track record of delivery and partnership working. I would also like to extend my sincere thanks to Mike Butler for his dedication and leadership during his time as Interim Corporate Director. His contribution has been instrumental in maintaining momentum across several key programmes.”
 
Councillor Jonathan Lester, Leader of Herefordshire Council, added:

“John joins us at an important and exciting time as we look to the future of Herefordshire’s economy,  environment and infrastructure and enter a period of real delivery, including starting the first phase of the Hereford Bypass to completing the development of Ross Enterprise Park, while also maximising the impact of our public realm contract to keep the county running smoothly. His proven ability to lead complex programmes and build strong partnerships will be key to delivering the best for Herefordshire in everything we do. This is an important appointment for the council, and I am grateful to the elected members who were involved in the process.”
 
John Hobbs said:

John will take up his post on 27/10/25, working closely with elected members, partners, businesses and communities to shape the county’s future. There will be a short handover period to ensure a smooth transition with Mike Butler, who has been serving as Interim Corporate Director.
