Gambling Act - premises licence
Summary

Have your say on our gambling policy statement of principles. The consultation is open until 18 April 2024.

We issue premises licences, temporary use notices, provisional statements, gaming machine permits and small society lottery registrations.

To apply for a premises licence you must:

  • Be 18 years old or older
  • If applying on behalf of a company or partnership be authorised to make such an application and
  • Hold or have applied for an operating licence from the Gambling Commission for the relevant gambling activity

The licensing objectives are:

  • Preventing gambling from being a source of crime or disorder
  • Ensure that gambling is conducted in a fair and open way
  • Protect children and other vulnerable persons from being harmed or exploited by gambling

Under devolved powers, Herefordshire Council officers are unable to issue gaming machine permits for more than two machines.

If you would like to apply for more that two machines the application will be referred to the council's Licensing Sub-Committee.

No application will be put before this committee until:

  • You have provided a clear plan of the premises which should show the location of any current machines as well as the proposed location of the new machine
  • The plan shall show the location of any CCTV cameras and the area that each CCTV camera covers
  • Where no CCTV is installed the line of sight to show the area visible from the bar
  • You have shown how the premises will comply with the Gambling Commission's code of practice for gaming machines (PDF)

Any application not meeting these criteria will not be progressed.

    There is no reception open to the general public in respect of licensing at Plough Lane and staff have no access or ability to photocopy applications or documents.

Emails to the department are allocated to the appropriate staff member who will take action between one to ten working days.
If you have not had a response before the 10 working days have expired please do not contact us again, as it may further delay a response. Please also ensure you have quoted your licence or taxi licence reference number or given your address in your call/email.
Sending repeat or chaser emails will not prompt a quicker response and may result in a back log of emails and a possible further delay.
