Crisis and Resilience Fund privacy notice

Information held about you

Herefordshire Council has been allocated £2.817 million grant funding for the period of 1 April 2026 to 31 March 2027 from the Department for Work and Pensions to support households most in need in Herefordshire. Authorities have discretion on exactly how this funding is used within the scope set out in the guidance and financial payments will be made using a digital platform.

In order for us to distribute the funding, it is necessary for us to collect and hold personal information about those in receipt of Crisis and Resilience Fund through various initiatives. This information will include:

Basic details about you such as name, address, date of birth, telephone number, email address and national insurance number.

Who is processing your data

Herefordshire Council is the data controller for the information described in this privacy notice. This means the council decides what personal data is collected, how it is used, and why.

Your information may be provided to Herefordshire Council by third party organisations that receive funding through the Crisis and Resilience Fund. These organisations collect your details in order to assess your eligibility and then securely share the relevant information with the council so that we can issue financial support, such as e vouchers.

Herefordshire Council may also use approved e voucher providers to distribute financial support. These providers act as data processors, handling your information only on our instructions and in line with strict data protection requirements.

How we will use the information we hold about you

We will collect and use your personal information, where applicable, in order to:

  • Determine your eligibility for funding from the Crisis and Resilience Fund
  • Issue your cash-first payment in the most appropriate way based on your circumstances
  • Verify your identity to ensure financial support is provided to the correct recipient
  • Refer you to relevant support services so that you do not need to repeat the same information
How the law allows us to use your information

For the purpose of assessing eligibility for financial support and issuing e vouchers, the legal bases are:

Processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the Council.

Herefordshire Council has duties to support residents facing financial hardship and uses this information to administer discretionary support schemes such as the Crisis and Resilience Fund.

Who we will share your information with

We will share your information with partner organisation for the following purposes:

  • To make onward referrals
  • This applies to support provided between 1 April 2026 and 31 March 2027.

Your information will be shared in line with the applicable data sharing agreement and only used for monitoring total support received during this 12-month period. 

We will not normally share your information with organisations other than our partner organisations without your consent, however, there may be certain circumstances where we would share without consent such as where we are required to do so by law, to safeguard public safety, and in risk of harm or emergency situations. Any information which is shared will only be shared on a need to know basis, with appropriate individuals.  Only the minimum information for the purpose will be shared.

How long we keep your personal information

We will only keep your information for 12 months after the programme ends. The information outlined in this privacy notice will be kept for the time required by DWP as part of the grant conditions agreed to by Herefordshire Council. All information will be held securely and destroyed under confidential conditions.

Your rights

You have a number of rights under data protection law, including the right to request your information and to request that the information be amended or erased if incorrect.

You also have a right to make a complaint about our handling of your personal data to the Information Commissioner’s Office

Providing accurate information
It is important that we hold accurate and up to date information about you in order to assess your needs and delivery the appropriate services. If any of your details have changed, or change in the future, please ensure that you inform us as soon as possible so that we can update your records.
