The Homelessness Act 2002 requires every local authority to carry out a review of homelessness in their district every five years and to publish a homelessness strategy based on the findings of the review.

This strategy sets out Herefordshire Council's priorities for preventing homelessness and rough sleeping across the county. The strategy recognises that homelessness, in its causes and consequences, is a cross-cutting issue, which cannot be tackled by one agency or organisation alone. In order to achieve positive outcomes it is essential that all partner agencies work together in a coherent and integrated way.
