Call for Sites October 2026
Herefordshire Council is seeking additional land submissions for its Call for Sites process, with priority given to sites capable of delivering 500+ homes. New and updated submissions can be made until 10 December 2026.
Herefordshire Council is issuing a 6-week Call for Sites from 29 October to 10 December 2026.
We are now in the process of assessing the sites submitted between 27 of June 2025 to the 31 of January 2026.
The council has received many site submissions to date. However, we are keen to ensure that every reasonable development opportunity is identified and assessed. We are therefore inviting further submissions from landowners, developers and interested parties. Additional sites provide greater choice and flexibility, and help ensure that future decisions are based on a comprehensive assessment of all available options.
Landowners may also wish to discuss opportunities with neighbouring landowners, as land that may not be suitable in isolation could present a more viable development opportunity when considered alongside adjoining land.
For this Call for Sites, the Council is particularly seeking larger land parcels. Priority will be given to sites capable of delivering, either independently or in conjunction with adjoining landholdings, development schemes of 500 dwellings or more.
Any site allocations must be backed by strong evidence that they can be delivered. We are seeking as much detail to accompany site submissions as possible, which the online form allows for. It is recognised that not all of this information may be known from the outset. However, where candidate sites progress through the process, then further information and/or technical work will likely be requested at a more advanced stage.
If you have submitted sites prior to 2025, the current Call for Sites submission process is electronic. It asks for more detailed information than before and allows you to save and return to complete your submission at any stage. You can also upload supporting documents if necessary.
Please read the guidance notes, landowners frequently asked questions and view the opportunities and constraints map before preparing a submission.
How to submit
The following video gives general instructions on how to use the platform. There is also a help guide available.

What happens next
After a site is submitted, council officers will assess the site.
This is separated into two stages:
- A general planning assessment, which rules out any sites found to have no development potential
- Involves seeking comments from the different teams in the council - highways, landscape, heritage and archaeology, ecology, drainage and environmental health
Closing date for submissions
Call for Sites submissions to be entered into the second tranche of planning assessments will continue to be accepted no later than 10 December 2026.
Background
In August 2026, the government published the new National Planning Policy Framework (NPPF), which includes significantly increased housing targets.
Due to the significant increase in the growth target for Herefordshire, which now requires over 27,000 new homes over 20 years, the Local Plan will start anew to create a new strategy to accommodate this growth.
The Local Plan will ensure that infrastructure, employment, and environmental factors support the delivery of new homes in Herefordshire.
To meet this new growth requirement, the council must consider all available options for development, including land for new or expanded settlements.
