Potential options for parking and vehicle access arrangements in Corn Square, Leominster

Please tell us your views on potential options for changes to parking and vehicle access in Corn Square in Leominster town centre. Residents and businesses' feedback will determine whether any changes, and resulting scheme including a Traffic Regulation Order, will go ahead.

Background

Partners including Herefordshire Council, Leominster Town Council, businesses, voluntary organisations and residents have worked together to improve the town centre thanks to Heritage Action Zone (HAZ) funding. This included public realm works to make Corn Square safer, more attractive and pedestrian-friendly, encouraging people to spend longer there.

Herefordshire Council is committed to continuing to invest in Leominster, including opening a new Business Hub to offer advice, support and dedicated facilities to local businesses of all sizes through our Growth Hub advisor, improving roads and public spaces and more.

When the HAZ improvement scheme was first discussed, initial options to change parking and vehicle access in Corn Square were rejected by local people. We agreed to come back with new options – which we are now sharing for input.

Details of potential options for a new scheme in Corn Square

These options - which would make Corn Square a pedestrians-only space from 10am - 4pm every day, remove all short-stay parking, and move disabled parking spaces to nearby Etnam Street car park - will be decided by local people through this informal consultation.

The scheme, including a Traffic Regulation Order, would cover:

  • A Prohibition of Motor Vehicles 10am - 4pm (Pedestrian and Cycle Zone) restriction in Corn Square. Vehicular access will continue to be permitted outside of these restriction times.
  • The removal of the existing limited waiting and disabled badge holder parking restrictions in Corn Square to complement the Prohibition of Motor Vehicles 10am - 4pm restriction. Parking will continue to be permitted outside of the No Waiting and No Loading 10am - 4pm restriction time.
  • The relocation of the disabled badge holder only bays into the Etnam Street car park to continue to provide disabled parking provision near to Corn Square during 10am - 4pm restricted hours, and to increase the overall disabled parking provision in the town.
  • Enforcement of the Prohibition of Motor Vehicles 10am - 4pm (Pedestrian and Cycle Zone) restriction via a camera, using automatic number plate recognition (ANPR) technology during the restricted hours.
