Call for Sites 2025

Identify sites that may be suitable for development. Consultation from Thursday 26 June.


Herefordshire Council is issuing a Call for Sites from 26 June 2025.

A Call for Sites is an opportunity for landowners, agents and developers to submit parcels of land they have an interest in (please ensure landowner permission is sought prior to submission), and that they wish to explore the potential of developing.

The Call for Sites assesses the land for its suitability, considering constraints and opportunities. Sites that are considered to have development prospects will be assessed for possible inclusion in the upcoming Local Plan.

This is a free of charge service that the council provide.

What to submit

We are accepting submissions for a wide range of land uses, including housing, employment, community facilities, and many more.

For parcels of land proposed for housing use, the site must be capable of supporting five or more houses. On average for a site to be capable of achieving five or more houses, the site should be a minimum of 0.25 hectares or 2,500 square metres. This would be the equivalent of roughly eight tennis courts.

Any site allocations must be backed by strong evidence that they can be delivered within the Local Plan period (2025-2045). We are seeking as much detail to accompany site submissions as possible, which the online form allows for. It is, however, recognised that not all of this information may be known from the outset. However, where candidate sites progress through the process, then further information and/or technical work will likely be requested at a more advanced stage.

If you have submitted sites previously, the current Call for Sites submission process is electronic. It asks for more detailed information than before and allows you to save and return to complete your submission at any stage. You can also upload supporting documents if necessary.

What happens next

After a site is submitted, council officers will assess the site.

This is separated into two stages:

  1. A general planning assessment, which rules out any sites found to have no development potential
  2. Involves seeking comments from the different teams in the council - highways, landscape, heritage and archaeology, ecology, drainage and environmental health

Closing date for submissions

The Call for Sites does not currently have an end date. A date will be announced in due course, with at least six-weeks before closing.

Background

In December 2024, the government published the new the National Planning Policy Framework (NPPF), which included significantly increased housing targets.

Due to the significant increase in the growth target for Herefordshire, which now requires 27,600 new homes over 20 years, the Local Plan will start anew to create a new strategy to accommodate this growth.

The Local Plan 2025-2045 will ensure that infrastructure, employment, and environmental factors support the delivery of new homes in Herefordshire.

To meet this new growth requirement, the council must consider all available options for development, including land for new or expanded settlements.
