Strategic fit - a nationally significant scheme with regional impact

The Hereford Bypass is far more than a local transport project. It is intended as a nationally significant piece of infrastructure that aligns with UK Government priorities on housing, jobs and economic growth. It strengthens England–Wales connectivity, unlocks new opportunities across the West Midlands and the Marches, and provides the foundation for long‑term, sustainable prosperity.

By potentially unlocking approximately 150 hectares of employment land it helps create the conditions for around 10,000 jobs, bringing skilled employment and productivity gains to one of England’s most rural counties, and growth in advanced manufacturing, agri‑tech, food processing and clean‑tech industries.

By providing the critical enabling infrastructure for major housing sites, the scheme could enable capacity for up to 14,000 new homes, including affordable options. This represents Herefordshire’s contribution to the national ambition to deliver 1.5 million homes, and provides the largest expansion of affordable housing in the county in a generation.

The scheme could play a vital role in Union Connectivity, enhancing strategic east–west movement between England and Wales via the A49 corridor. By improving journey times, reliability and freight efficiency, it strengthens economic flows across the border and supports the ambitions of the Government’s Union Connectivity Review to improve national cohesion and unlock shared prosperity.

As a recognised priority within regional infrastructure planning, the bypass improves one of the West Midlands’ most significant north–south constraints, delivering smoother connections between the M50, M5 and A49. It could be a key enabler of inward investment, improved business logistics and better access to labour markets - supporting the region’s growth sectors and helping retain high‑growth firms.
