The role of the Herefordshire Operating Authority
The County D of E Manager is responsible for all aspects of the D of E covered by Herefordshire Council's Operating Authority Licence.
We meet the requirements of the Agreement between the Herefordshire Council and the D of E Groups by:
- Ensuring the standards of the D of E are maintained.
- Providing advice and information relating to the D of E to groups and participants.
- Issuing Welcome Packs and other literature within 14 days of receipt of order, subject to availability from the headquarters of the D of E Scheme.
- Approving Bronze, Silver and Gold Record Books and issuing certificates and badges. We endeavour to approve correctly completed Books within 14 days of receipt.
- Providing promotional material to groups - leaflets, posters etc.
- Providing loan of promotional videos and equipment.
- Providing loan of expedition equipment.
- Providing an annual visit to the establishment by arrangement between the Group and the D of E manager or Development Worker.
- Offering specific certified training in expedition leadership, supervision and assessment for leaders.
- Providing training opportunities in the D of E and Youth Work practice for adult leaders.
- Providing access to all the D of E Leadership programmes for young people.
- Arranging annual visits to the unit to monitor the young people's D of E programme and to offer advice to participants and/or adults. Other visits may be arranged in consultation with the D of E Manager or Development Officer.
- Ensuring adequate insurance for participants and leaders. (Further information on this is available from the Development Officer.)
- Distributing relevant information to all units, along with the Midland Regional News and the nationally published 'Award Journal'.
