Traffic management

Herefordshire Council is the Highway Authority for all roads in the County, with the exception of the M50 motorway and the A40 (Ross to Monmouth) and A49 trunk roads which are the responsibility of the Department for Transport’s Highways Agency.  There are also a number of private roads which are maintained by others.

As Highway Authority one of the statutory requirements on the Council is to manage the road network so as to ensure, as far as possible, the safe and convenient movement of not only traffic, but also pedestrians and other vulnerable road users.  The management of on-street parking controls, speed limits, lorry controls, direction signing and pedestrian crossing facilities together with the protection of communities from the impact of inappropriate traffic is a particularly challenging issue.

Herefordshire Council’s Local Transport Plan sets out the policies and programmes for transport related investment in the County, the principle traffic aims being to reduce the harmful impact of the car and to tackle congestion, speed and pollution issues.  Traffic Management matters are investigated on behalf of Herefordshire Council by its service provider Amey Herefordshire. Requests for service can made via the streetscene number 01432 261800 or streets@herefordshire.gov.uk.

West Mercia Police are responsible for all moving traffic offences in the County, including offences such as obstruction of the highway, and contravention of prohibited turns or weight limits.  The Councils own Civil Enforcement Officer’s are responsible for enforcement of parking both on-street and in Council operated Car Parks.

Enforcement of speed limits is the responsibility of the West Mercia Police and the Safer Roads Partnership who undertake safety camera enforcement on behalf of both the Council and the Police across Herefordshire.
