Traffic Regulation Orders are legal documents introduce by Herefordshire Council, (as Highway Authority for the majority of roads across the county), enabling enforcement of various regulations by the Police or our own Civil Enforcement Officers (on-street parking and car parks). These include speed limits, one way streets, weight restrictions and on-street parking. Most traffic regulation orders come about as a result of input from local communities and/or the police, to address specific safety, traffic congestion or quality of life issues.
The introduction of a formal Traffic Regulation Order requires a statutory procedure to be followed. This includes:
The procedure for the introduction of a Traffic regulation Order can be lengthy, and can take up to 12 months to complete.
Occasionally, experimental orders or temporary orders are introduced which require a slightly different process, but still provide the opportunity for comments to be made to the Council.
Experimental Orders are used in situations that need monitoring and reviewing. These usually last no more than eighteen months before they are either abandoned, amended or made permanent. The process follows the consultation stage (above), but the Order is introduced at the advertising, providing people an opportunity to put forward their views within six months of the introduction of the Order.
Temporary Orders may be used when works affecting the highway require short-term traffic restrictions, and are introduced following notification in the local press.
