Parking Permit Frequently Asked Questions

I haven't had a permit before - what do I do?

You need to obtain an application form, from any INFO point, or the Revenues & Benefits Services enquiry office, or by telephoning (01432) 260400. However, if you have just moved in to the property, the previous occupier may have had a permit and unless that is returned to us you may not be able to have a permit yourself until the previous one has expired.

The house I live in has been converted into flats - can I still have a permit?

If you are paying council tax for the flat in your name you can apply for a permit.

I share a house with other people - can I still have a permit?

If you live in Hereford then the maximum permits per household is two, in Bromyard and Ross the number per household is one. As long as you can provide the required documentary evidence, and the number of permits currently valid does not exceed the permitted number, you should qualify.

What do I need to provide?

Proof of vehicle ownership (V5 document) AND proof of residency (council tax/utility bill). If only a visitor’s permit is required, only proof of residency is required. Copies are acceptable as long as the details are clearly legible

How much does it cost?

This is dependant on where you live; the cost is shown on the application form.

What happens to my original documents?

They will be returned to you with your permit.

If I need a visitor and a resident’s permit, do I need to fill in two forms?

No, the same form can be used for both. Just tick both boxes "Vehicle" and "Visitor" and ensure the correct fee is included along with the supporting documentation.

Do I post the forms or take them into the offices?

The form should be posted, with the supporting documentation and appropriate fee to The Parking Team, Revenue & Benefit Services, PO Box 224, Town Hall, Hereford, HR1 2XW. It can also be handed in at any INFO point, or at the Revenues & Benefits Services enquiry office.

How long will my permit take to arrive?

We aim to process all permits within 2 working days of them being received by the Parking Team provided all the supporting documentation and correct fee is included.

Can I park while waiting for my new permit?

Unfortunately, no. Permits are unable to be issued unless you can provide proof of ownership via form V5. Vehicles should not be parked in anticipation of a permit being received or whilst waiting for a replacement of renewal. Any vehicle that is parked without a valid permit will be liable to receive a Penalty Charge Notice.

How much is it to renew a visitor/resident’s permit?

This is dependant on where you live and the cost is shown on the application form. A renewal is the same price as a new permit.

Will I be notified when my permit is due to expire?

Yes, all customers with permits expiring on 30 April or later will receive a reminder and renewal form prior to the expiry date and in good time to make an application to ensure receipt of a new permit prior to the expiry date.

How do I get a renewal form?

The same form is used for renewals and new applications and can be obtained from any INFO point, the Revenues & Benefits Services enquiry office, or by telephoning (01432) 260400.

Do I have to provide the supporting documentation again?

Yes as we need to confirm that you are still entitled to hold a residents/visitors permit.

What do I do while I am waiting for my new permit?

Once your permit expires it is no longer valid even if you have applied for a renewal. Vehicles should not be parked in anticipation of a permit being received or whilst waiting for a replacement or renewal. Any vehicle that is parked without a valid permit will be liable to receive a Penalty Charge Notice.

How do I get a replacement permit – original has been stolen/lost?

You will need to complete an application form as if you were applying for a renewal or new permit and provide as much information as possible as to why a replacement is needed.  Whilst it will generally be possible to issue a replacement vehicle permit, it is extremely unlikely that a replacement one will be issued for a visitor permit but all requests will be considered. The charge for a replacement permit is the same as a renewal/new permit but it will be valid for 12 months from the date of issue.

I have changed my car - how do I get a new permit?

You need to complete an application form giving "Change of vehicle" as the reason for application and return it with the proof of vehicle ownership and the fee of £10.00 (£5.00 in Ross and Bromyard) required for a replacement permit. You must return the old permit with your application form otherwise a replacement cannot be issued.

What happens if I change my car and have to wait for ownership details?

Vehicles should not be parked in anticipation of a permit being received or whilst waiting for a replacement of renewal and any vehicle parked without a valid permit will be liable to receive a Penalty Charge Notice. However, we do appreciate that this might cause a problem and are looking possible solutions.

If I have a disabled badge, do I need a resident’s permit?

This depends on the individual Traffic Regulation Order as it will depend on which area the permit is being issued for. The Parking Team has details so please ring them on 01432 (260400) if you need clarification.

Can I have a replacement permit while I waiting for my official permit?

No, you must reapply in sufficient time to allow for renewal.

I am having work done at my house - can a tradesperson park without a permit?

As the areas where there is a residents' parking scheme in place are controlled by a Traffic Regulation Order, people can only park for the time permitted, if there is limited waiting, or park and display a valid resident's permit.  If a visitor permit has been issued to the property this can be used by the tradesperson provided it is displayed in their vehicle at all times while that vehicle is parked in the zone area.

The only exemptions to this are only upon the direction, or with the permission, of a Civil Enforcement Officer in uniform, or a Police Officer in uniform. If such permission is given it only applies to that day and it cannot be carried over to subsequent days - permission must be sought for each day.  Such permission is only likely to be given where it can be shown that the vehicle is an integral part of the work being carried out at the premises in question. In other words, it must be essential to leave the vehicle in the regulated area, not just convenient to do so.

When more substantial building works are being carried out on a property, a hoarding can be licensed under Section 169 of the Highways Act 1980. This allows an area of any street to be ‘handed over’ to the tradesperson for use as a compound for the duration of the works (up to 100 days). For very large works a temporary Traffic Regulation Order can be made to suspend parking restrictions and /or close the road. If you are having work carried out at your house it may be appropriate, where practicable, to discuss parking arrangements in advance with the tradesperson doing the work.
