Every week we publish a streetworks report on this page to show planned road works scheduled to commence/continue within the county during the forthcoming week. The schedule does not include additional unplanned minor works, urgent works or emergency works that may arise during that week.

One of the questions we are frequently asked is who is digging up the road and why. A common misconception is that the council is responsible for all excavations carried out within the highway. In fact, utility companies (water, electricity, telecommunications, gas, sewers etc.) carry out the majority of highway excavations. The legislation that defines the responsibilities and obligations between councils and utility companies is the New Roads and Street Works Act 1991.
It states that utility companies are responsible for their own excavations and reinstatements. Our role is to monitor the works and to co-ordinate them with any other highway works or activities so that disruption is kept to a minimum.
Utility companies are required to give notice of their intention of works to us. The statutory notice periods are dependent upon the type, duration and location of the works. These notices include the location of the works, what is being done, and how long it will last.
The Act gives us limited powers when dealing with utility companies, and we have very little influence over their intention to dig up the highway. Major works often include site meetings between the utility company and us but even then, our role is more advisory than authoritative.
Where an individual or organisation, other than a utility company, wishes to dig up the road to place or maintain any private apparatus, you must first get permission from us and obtain a street works licence in accordance with Section 50 of the New Roads and Street Works Act 1991. Holders of a licence can then carry out the works referred to. This licence includes the location of the work, what is being done, and how long it will last.
Amey Herefordshire maintains most roads within the county on behalf of the council, with the exception of the trunk roads - A49, A40 (Ross to Monmouth) and M50 motorway. Amey maintains these roads on behalf of the Highways Agency
The council has no powers over works carried out on these roads, other than a general role of co-operation to avoid conflict with other works carried out on the council's own road network.
