Highway Maintenance Plan

Highway Maintenance Plan front cover The Highway Maintenance Plan (HMP) is key to ensuring that the Council follows national good practice in dealing with policy, strategy and operations of the highway maintenance service and was a stated objective in the Local Transport Plan (LTP2).

This Plan focuses on the practical aspects of highways maintenance management, linking the Council's corporate policies to a highways maintenance strategy leading to maintenance polices, standards and service delivery mechanisms.

This HMP documents our standards and practices in respect of highways maintenance, embraces "Well Maintained Highways" - the July 2005 update of the national Code of Practice for highway maintenance - and is founded on the key principles of best value and continuous improvement. As such, it gives much greater prominence to asset management and risk management than earlier plans and supersedes in particular the 2001 Code which the Council previously made reference to.

The complete plan is available from the box below, together with a map showing the areas covered by the three Maintenance Teams.

Paper copies can be obtained from the Highways and Transportation Department’s Administration Team, who can be contacted on 01432 261800.  These are available for a cost of £5 to cover copying and postage.
