We are keen to ensure that the new Local Transport Plan 3 (LTP3) addresses the key transport issues faced by local people and intend to carry out effective consultation which gives everyone an opportunity to have their say.

We have developed our approach to consultation and now offer a wide range of opportunities for involving people.

This page will be updated regularly to keep you informed of the different elements of consultation which are underway and how you can become involved. We are aiming to use this website for much of the consultation so that you can have your say more easily. Local Transport Plan Strategy Consultation - October 2010

During October 2010 Herefordshire Council asked local people and key stakeholders to help inform the development of Herefordshire's Transport Strategy. Over the next 15 years significant housing and employment growth is planned and it is essential that the transport system supports the expectations of Herefordshire residents. The local Transport Plan (LTP) Strategy provides information on four themed transport strategies produced to support the emerging Local Development Framework Core Strategy and deliver the five strategic goals for transport. The four themed strategy areas are:

• The Hereford Transport Strategy
• The Market Town and Rural Communities Transport Strategy
• The Road Safety Strategy
• The Highways Management Strategy

Given the 15 year plan period, each strategy has been produced to be flexible allowing us to take into account changes regarding the economy, public finance, technological developments and peak oil.

The proposals identified within the LTP Strategy are ambitious and reflect the schemes the council aims to deliver during the 15 year plan period. Following the change in national government in May 2010, a number of measures have been implemented to tackle the national debt. These will have a significant impact on the council's ability to finance transport in the short term (over the next 4 years). How the changes in funding impact Herefordshire will be confirmed in the council's Local Government Finance Settlement. Until this has been confirmed the council is unable to finalise the LTP Implementation Plan.

Alternative sources of funding for both capital and revenue initiatives will be pursued, together with increased partnership working to ensure the best value for money. We will continue to use specific developer contributions (such as Section 106) to achieve sustainable communities with funds going towards cycle and walking schemes, safer routes to school and bus infrastructure.

Vision and Issues Consultation - March 2010

The LTP3 Vision and Issues Consultation in March 2010 invited public opinion on the proposed Vision for Transport within Herefordshire before requesting the prioritisation of a range of locally recognised transport issues.  Responses to this consultation will be used to develop the Council's long term strategy for transportation.  There will be further opportunity for public comment on the emerging LTP3 strategy in the autumn.
