Properties sold at a price lower than the open market value to households in housing need who could not otherwise afford to purchase.  The Herefordshire Council negotiates the sale price with the developer and a lower than market price remains in perpetuity, tied by legal covenant on future sales.  This type of property is either advertised by the developer or via Home Point Herefordshire in the free weekly Admag.
