Accreditation for Landlords and Tenants

Private rented property forms an important source of housing for the residents of Herefordshire. Most landlords are committed to providing good quality, properly managed accommodation and most tenants comply with their tenancy agreements and respect the homes they live in. To recognise this, the Home Cert Landlord and Tenant Accreditation Scheme has been set up by Herefordshire Council's Private Sector Housing team and the Herefordshire Landlord Focus Group.

The aim of the Scheme is to improve both the physical and management standards of the private rented sector in Herefordshire. This will be accomplished not only through the provision of encouragement, support and incentives but also by actively working with and publicly recognising those landlords who are willing to attain and adhere to good property standards.

Landlord and Property Accreditation

To qualify a landlord's property must comply with the standards set out in the Landlords' Guide. On the understanding that the landlord will maintain the premises to accreditation standards, they will receive an Accredited Landlords' Certificate. Landlords must also sign up to the accreditation scheme code of conduct.

Tenant Accreditation

Tenants living in properties of accredited landlords are eligible to apply for accreditation status. Subject to compliance with the standards set out in the Tenant's Guide, Tenants will receive an Accredited Tenant's Certificate on completion of their tenancy. The Accredited Tenant's Certificate can be used as a reference by a new landlord.

Landlord Accreditation Assistance

There are discounts to HMO licence fees where a landlord has joined or is in the process of joining the Home Cert scheme. Unfortunately there is no further funding for energy or security assistance.
