Generally any development will require planning permission - under Planning Law "development" is defined as: "the carrying out of building, engineering, mining or other operations in, on, over or under land, or the making of any material change in the use of any buildings or other land".
Some minor extension works to a property may not require permission by virtue of permitted development rights, this however depends on the dimensions, position, whether the property has been extended previously, and also the size of the house, its type, its location (e.g. within a Conservation Area or Area of Outstanding Natural Beauty) and whether permitted development rights have been removed by condition on a previous permission or taken up by past works.
If you are at all unsure whether your proposal will constitute development or may be permitted development please contact the Planning Officer for advice before you start any works.
Unauthorised development could lead to enforcement action. A booklet entitled "Planning - A Guide for Householders" is available free of charge from the Planning Office which gives a detailed guide of what is and what is not permitted.
