In accordance with European legislation and UK regulations a Sustainability Appraisal General Scoping Report for the Local Development Framework (LDF) was approved in June 2007. The Scoping Report provides a general framework for the Sustainability Appraisal (SA) of the LDF.
The SA will ensure that the principles of sustainable development are integrated into the plan based on a clear understanding of economic, social, environmental needs and opportunities of the county and identify constraints in meeting these requirements.
To avoid repetition, the council is preparing an SA report at each stage of developing the Core Strategy. These will show how Herefordshire Council have incorporated sustainable development in an integrated way into its Core Strategy. The first volume of the SA set out the background to the SA process and detailed the results of a series of workshops on the prediction of the effects of the Strategic Options for the county and the Place Shaping Options at Developing Options Stage of the Core Strategy. An addendum to this stage was published on this website in March 2009.
The SA on the Place Shaping Paper below evaluates and assesses the impacts of the options and indicates how these can be reduced, referred to as mitigation.
The latest SA reports in the resources box below refer to work undertaken for the Preferred Options stage (summer-autumn 2010) of the Core Strategy, and are divided into separate documents as follows: Hereford, Market Towns (Bromyard, Ledbury & Ross-on-Wye), Rural Areas and General Policies.
A further SA will be undertaken encompassing all previous volumes with their amendments and assessing the contents of the Submission Core Strategy and submitted to the Secretary of State.
After adoption, the effects of putting the plan or proposal into practice will need to be monitored and any adverse effects responded to.
The first stage of the Habitats Regulations Assessment (HRA) was the Core Strategy Developing Options Paper. This was out on consultation for a period of 8 weeks from 16th June 2008 and the HRA report can be viewed in the resource box below. Further work was conducted to complete the screening stage, identify sensitivities and assess the place shaping and policy options for likely significant effects upon European sites and included in the HRA addendum paper dated March 2009 The work on the HRA is included within the Sustainability Appraisal and Habitats Regulations Assessment for the Place Shaping Paper which can be found in the resources box below. The report indicated that there remain a number of key issues related to the impacts on water levels and flow, bat species and disturbance at some of the European sites. The HRA report conducted for the Preferred Options stage is also available to view in the resources box below.
At submission stage a final HRA will be completed and submitted alongside the final Core Strategy and accompanying Sustainability Appraisal. After adoption, the effects of putting the plan into practice will need to be monitored and any adverse effects responded to.
