Unitary Development Plan (UDP)

The Herefordshire Unitary Development Plan (UDP) was adopted on 23rd March 2007 and guides development within the county.  The UDP has been prepared to ensure consistency with Government Planning Statements, the Regional Spatial Strategy and the Community Strategy for Herefordshire.

The UDP has the status of a Development Plan Document.  It is operative as part of the Local Development Framework and most of its policies have now been 'saved' (see resources box below) until they are superseded by other emerging Development Plan Documents in the Local Development Framework.

The notice of adoption was published on 4th April 2007.

The Direction of the Secretary of State to save the policies of the UDP was issued on 24th February 2010.  The Direction lists all the saved policies and can be viewed in the Resources Box below.

Note that one of the saved policies, policy H2, includes in its text a reference to a proposed housing site at Bullinghope.  This site was deleted from the plan following a High Court challenge to the allocation.  The action of the Secretary of State in 'Saving' the whole of original policy H2 does not change the status of the Bullinghope site: it is no longer allocated for housing development by the Unitary Development Plan.

Note also that one of the policies which was saved related to Special Areas of Conservation (i.e. sites of European significance for their biodiversity interest).  The absence of a UDP policy relating to such sites does not mean that they are no longer protected; instead it means that they are protected through other environmental legislation.
