Blue Badge Scheme

What is the Blue Badge Scheme?

The Blue Badge Scheme provides a range of parking and other motoring concessions for people with severe mobility problems. It is designed to promote mobility and inclusion for the most severely disabled individuals, both on the UK and the wider European Union. It is also known as a disabled parking badge. Who can apply for a Blue Badge?

Form A

There are some people who may qualify for a badge. These applicants must meet one of the following categories and attend an assessment.

  • Drives a vehicle regularly, have a severe congenital disability in both arms, and are unable to operate, or have considerable difficulty in operating, all or some types of parking meter
  • Is a child under the age of two suffering a medical condition requiring bulky medical equipment or immediate access to a vehicle for treatment
  • Is unable to walk or has considerable difficulty walking due to a permanent and substantial disability

If you meet this criteria please complete application form A in the resources box to the right.

Form B

There are some people who automatically qualify for a badge without further assessment. These applicants must meet one of the following categories:

  • Registered blind
  • Receive the higher rate of the mobility component of the Disability Living Allowance except where the award is for a period of less than 12 months
  • Receive a war pensioner's mobility supplement

Form C

Organisations that have six or more people who qualify for a Blue Badge under the eligibility criteria above can apply for an organisation badge. Please complete application form C in the resources box to the right.

How do I apply for a Blue Badge?

To apply for a Blue Badge, you can either:

  • Apply online at Directgov
  • Download the relevant application form from the resources box to the right
  • Call into your local customer services centre - the customer services team issue forms, give advice and assess applications
  • Request an application form is sent to you by post

What information do I need to provide with my Blue Badge form?

You will need:

  • One passport sized photograph signed on the back
  • One proof of your address
  • One proof of your identity
  • £10.00 (admin charge - if your application is unsuccessful we will refund the charge)
  • Proof of your automatic eligibility if applying for form B
  • Any supporting evidence that would assist the assessment for non automatic applications if applying for form A

What do I do if my Blue Badge is lost or stolen?

If you badge is lost or stolen you must immediately report it to the police. The police will issue you with an Incident number.

You must then report the lost or stolen badge to us by phoning 01432 260500.

We will send you a new application form, which must be completed in full, and returned to us together with proof of your address, proof of ID, one passport sized photograph and a £10.00 cheque. Please record the Incident number on the top of the application form.

Once we have received the completed application form a new badge will be issued within 5 working days.

We are unable to re issue a badge without a police Incident number.

Where can I park with a Blue Badge?

Disabled badge holders are entitled to three hours free parking in Herefordshire Council pay and display car parks if a valid badge and clock are displayed correctly. For a list of Herefordshire car parks, please visit the Parking page

Where can I buy a Radar Key?

You can purchase a Radar Key from any Herefordshire Tourist Information Centre or Customer Service Centre for £2.50. Alternatively, you can purchase a key from the RADAR website (£4.00 including postage) or direct from:
