Do Council Taxpayers subsidise those who receive Council Tax Benefit?

Answer:

Council Tax Benefit is assistance provided by billing authorities to adults on low incomes to help them pay their council tax bill. The cost to authorities of council tax benefit is almost exclusively met by Central Government Grant. The Council would wish to ensure that everyone gets whatever help they are entitled to and actively encourages claims for support. It is the individuals right but older people often are reluctant to seek help.
