Question:

Do dogs have to be kept on a lead on a public footpath or bridleway?

Answer:

No, but the law says they must be "kept under close control". The best way to keep a dog under close control is to keep it on a lead, especially when there are cows, sheep or horses about. Most dogs will be tempted to chase them even if you think they are well trained.

If the dog strays off the footpath, the dog is effectively trespassing, and the dog and/or its owner could be subject to a civil legal action brought by the landowner. If livestock, or any other property belonging to the landowner is damaged by your dog, then you may be liable.
