Fly tipping - illegal dumping

Fly tipping is an increasing problem causing environmental pollution as well as a significant cost to Herefordshire Council in terms of collection and disposal.

What is fly tipping?

It is illegal to dump rubbish and anyone caught doing so is liable to prosecution, with fines of up to £50,000 or 5 years imprisonment. Dumping of rubbish or fly tipping is harmful to the environment and potentially dangerous to people and wildlife.


Photo of an armchair in a layby Fly tipping can vary in scale from a bin bag of waste to large quantities of rubbish dumped from lorries. Fly tipped waste can be found anywhere, including roadsides, lay-bys or on private land.

Photo of fly tipping at Grafton A wide variety of wastes are fly tipped. These include household rubbish, large domestic items such as fridges, furniture and mattresses, carpets, LPG cylinders, garden refuse, tyres and chemical waste. Large amounts of waste from construction, demolition and excavation activities are sometimes dumped, including asbestos sheeting.
