School organisation in Herefordshire
Herefordshire's schools face reduced funding brought about by falling pupil numbers and increased staffing and energy costs. Things are particularly difficult in Herefordshire because of the extra challenge of delivering high quality, accessible education to children in such a rural and sparsely populated county. Delivering Excellent Education Throughout Herefordshire
During the past few years, Herefordshire Council has facilitated discussion and decision making around a way forward for schools within Herefordshire to meet these challenges while continuing to deliver a high quality education system for our children and young people, that gives them the very best opportunities for their lives in the 21st Century. Consultation on Guiding Principles for the Herefordshire learning community
Between November 2011 and January 2012, Herefordshire Council is consulting representative groups across the local learning community on a set of guiding principles. From early years through to further and higher education and training, providers are changing in response to greater opportunities and freedoms afforded by Government, including more opportunities for schools to be autonomous. Herefordshire Council is keen to establish a set of guiding principles with the Herefordshire learning community and has developed a set of draft principles, produced from discussions with partners and children and young people. The discussion paper is available to download below.
The draft principles are for debate and discussion to establish what they mean in terms of roles, responsibilities, contributions and actions of Herefordshire’s learning community in order to fulfil the principles. The draft guiding principles have been well received by the Schools Forum and also by the Herefordshire Association of Governors Executive Committee. A series of discussions with other representative groups will take place over the next three months to help establish common principles and how all providers can contribute to meeting those principles.

As decisions about how we continue to deliver excellent education in the context of falling numbers will always have significant ramifications, Herefordshire Council appointed Dr Peter Boden, visiting research fellow at the University of Leeds and a member of the British Society for Population, to check the methodology used to predict the county's future school pupil numbers and to provide the 2026 population forecasts with independent assurance. His findings are summarised in the executive summary, together with three assurance reports below. In addition, the 2006-based population forecasts for the county to 2026 have been published and can be found on the Research section of the website.
