UNITARY DEVELOPMENT PLAN CONSULTATION



The Unitary Development Plan, the planning blueprint for Herefordshire, is out for further consultation during the next six weeks.

This is the communities chance to have a say on the changes to the UDP (Unitary Development Plan) – the land use framework for the County.

A first draft of the UDP was published for consultation in 2002. More than 3,500 helpful comments were received and the UDP was revised to reflect feedback.

The revised UDP was approved by Herefordshire Council in March 2004 and is now available for public comment during the next six weeks - from May 13 to June 24.

Representations are invited about the changes that have resulted from the first round of consultation. The Council’s Forward Planning section must receive these by 24th June – at the latest.

Cllr Phil Edwards, Herefordshire Council’s Cabinet Member (Environment), said: “Significant changes have been made to the Plan in response to the many concerns raised and also to protect the future economy of the County.

“We’ve listened to what people have said and tried to take their concerns on board wherever we can.

“Please come and view the plan and make comments on the changes - this is your opportunity to have your say.

“Planning Officers will be available to discuss specific issues at the Local Area Forum meetings so please make use of these opportunities.“

In summary the main changes have been:

· A new proposal for 300 houses on land at Bullinghope, Hereford. This will form the initial stage of a future larger development to accommodate pressure for growth to the south of the city. The new allocation, south of the railway line at Hoarwithy Lane, is intended to help deliver the Rotherwas Access Road and assist growth of the Industrial Estate.

· Deletion of the original proposals for housing and employment development north of the Roman Road, Hereford.

· Changes to allow single dwellings to be provided to meet local needs for affordable housing in rural areas.

More follows

· A new proposal for the development of land at Model Farm, Hildersley, Ross-on-Wye for employment purposes. This is more accessible to the town than the original proposals at Overross, which are deleted.

· Development of Porthouse Farm, Bromyard for housing, with the original proposal for housing at Lower Hardwick Lane being deleted and Linton Trading Estate being earmarked for expansion.

· New employment land at Kington, with original proposals at Hatton Gardens being deleted.

· New policies for Hereford city centre, including a redrafting of the city centre boundary, and inclusion of the Edgar Street Grid masterplan proposals.

The UDP is being widely publicised and is available for viewing at 17 locations throughout the County including libraries, info points and the planning offices at Blueschool Street and the Town Hall.

Exhibitions are also available within all market towns. In addition the Plan can be viewed and representations submitted on the Councils web site at www.herefordshire.gov.uk/udp

The UDP will also be discussed at Local Area Forums during May and June giving an opportunity to hear more about changes and to discuss specific issues with planning officers and Cllr Edwards.

The Local Area Forums all start at 7.30pm and are taking place on:

· 24th May - East Herefordshire:- John Masefield School, Ledbury
· 26th May - Hereford City:- Committee Room 1, Shirehall
· 1st June - Central Herefordshire:- Fownhope Village Hall
· 2nd June - Golden Valley:- Kingstone Village Hall
· 7th June - North Herefordshire:- Lady Hawkins Community Centre, Kington
· 9th June - Ross on Wye:- John Kyrle School

Cllr Tom Hunt, (Chairman, Planning Committee), said: “This Plan will provide the land use development framework up until 2011. It will have an impact on everybody living in the County.

“Please take some of your time to view the Plan at libraries/info points or on the web and let us have your thoughts on the changes we have made.”
