Cllr John Stone, Chairman of Herefordshire Council, has paid tribute to Cllr David Benjamin, who died over the weekend.
"Cllr Benjamin's death has come as a shock to all of us - many of us spoke to him at our full council meeting on Friday last week.
"Although he had only been a councillor on Herefordshire Council since 2007, he was conscientious and had earned the respect of his colleagues for his dedication and commitment to the residents of his ward, St Nicholas, in Hereford.
"He was an active councillor and had been a member of our regulatory committee and our environment scrutiny committee - his contribution will be greatly missed by fellow councillors.
"Our prayers are with his family at this time."
