LICENSING CONSULTATION - HAVE YOUR SAY

Herefordshire Council is asking County residents and business how it should implement major new licensing legislation in a bid to ensure Herefordshire is a vibrant, pleasant and safe place to live, work or visit.

The consultation exercise has been launched this week and revolves around the implementation of the Licensing Act 2003 through the Council’s licensing policy.

From 2005 the Authority will have new powers and will become responsible for licensing:
· The sale of alcohol
· Public entertainment
· Cinemas and theatres
· Late night refreshments

The licensing policy sets out how the Council will make licensing decisions in order to prevent crime and disorder, protect public safety, prevent nuisance and protect children from harm.

“We want everyone’s views on how decisions should be made when granting licenses particularly from local residents or businesses who might be affected by the changes in the licensing legislation,” said Cllr Bob Matthews, Chairman of the Regulatory Committee.

“The policy includes all aspects from noise nuisance, neighbourhood relations and the impact that might result from too many licensed premises being concentrated in a particular area. Community Safety is obviously of paramount importance,” he added.

Suzanne Laughland, Licensing Manager, said: “It’s important we get the policy right, as it will stand for three years. We’ve therefore tried to make the consultation process as easy as possible by sending a consultation response sheet within the consultation packs and by making all the information available on the Council website.”

More than 2,000 interested parties/businesses have been contacted. However the documents are also available on the Internet (www.herefordshire.gov.uk), or by calling (01432) 260105 or by e-mail: licensing@Herefordshire.gov.uk. Alternatively copies are also available at the local libraries or Herefordshire Info Shops.
