Herefordshire Council is urging motorists to slow down and be patient at roadworks so both workers and members of the public can stay safe.
The warning comes after concerns were expressed by workers from the council's contractor, Amey, that motorists were travelling too fast through roadworks and also refusing to comply with their instructions to stop.
Councillor Brian Wilcox, Herefordshire Council's cabinet member for highways and transportation, said: "It has been found that vehicles travelling through roadworks are going at speeds which put both the workers and members of the public at risk.
"In a number of recent cases, the registration number of vehicles causing concern have been recorded and these details have been passed onto the police.
"Safety on our roads is of paramount importance and I would urge all motorists to take every precaution when approaching roadworks," he added.
Motorists are asked to:
• Keep to the speed limit
• Get into the correct lane in good time
• Concentrate on the road ahead, not the roadworks
• Be alert for works traffic leaving or entering roadworks
• Keep a safe distance
• Observe and adhere to all road work warning signs
