Run by the Local Authorities Coordinators of Regulatory Services, the conference included a keynote speech by Joan Ruddock MP (parliamentary under-secretary of state for climate change, biodiversity and waste).
Herefordshire Council member, Councillor Phil Cutter, and Andrew Powell, Herefordshire Council's energy efficiency administrator, then attended a workshop on how local authorities can help people make private sector homes more energy efficient.
Councillor Cutter said: "It was interesting to be able to share our experiences with people from more than 80 local authorities in our drive to help people out of fuel poverty.
"The whole issue of climate change is of vital importance and it is good to be part of the national debate so we can continue to make a real difference to people not just in Herefordshire but across the country as a whole.
"One issue I raised was the difficulty of insulating homes with solid walls because we have a significant percentage of these in Herefordshire and we need to find extra funding so we can help these people make their homes more energy efficient as well," he added.
