The closure of the A4110 in the Wigmore and Adforton area were arranged to allow Welsh Water to carry out essential improvement works.
The closure was carried out in two phases, and were due to have lasted six weeks but have now been lifted two weeks early.
Traffic lights will be in operation as Welsh Water complete their works, initially these will have to be over a substantial length and some delay will result during the coming week. However, this will be preferable to the lengthy diversion route, that has had to be in place during the closure.
Clive Hall, Herefordshire Council's highway network manager, said: "We are pleased the roads have now re-opened and would like to thank Welsh Water for their efforts in achieving this.
"We spoke to local residents in advance of the closure and as a result further controls were put in place on local roads to reduce the knock on effects. I would like to thank them for their patience while the roads were closed," he added.
