Under the proposals the library, on Eastholme Avenue, Hereford, would open at 9.30am on Tuesdays, Thursdays and Fridays - 30 minutes earlier than present.
The library could also open on Friday mornings but close at 5pm instead of 7pm.
Now the public are being asked their views on the proposals as part of a two-month consultation.
Questionnaires are available at Belmont Library as well as Hereford Library.

Cllr Roy Stockton, Cabinet Member (Community Services), said: “If adopted, these changes would increase the number of opening hours from 19½ to 22½ and streamline times.”
Visitor numbers at Belmont Library on Friday evenings have decreased with the onset of winter and the extended opening of Hereford Library, which is now open until 7.30pm on Tuesdays, Wednesdays and Fridays.
