Cllr George Hyde, 69, had been unwell for several months and died at his home in Shelwick, Holmer, Hereford, on Monday September 12 with his family by his side.
Cllr Hyde had served as Mayor while a member of Hereford City Council.
He also served on the former Hereford and Worcester County Council and was the first chairman of the newly created Herefordshire Council in 1998.
Recently he had acted as Deputy Leader of Herefordshire Council, a post he held for the past two years, and Cabinet Member (Economic Development).
A public memorial service is planned. Details have not been confirmed at this early stage. The family will hold a private funeral service.
Cllr Roger Phillips, Leader of Herefordshire Council, has paid tribute to Cllr Hyde’s dedication.
He said: “George was known as ’Mr Hereford’ and had represented both Hereford City and the whole of Herefordshire in his long political career.
“Personally I will be very sad to lose George not just as Deputy Leader but also as a close colleague and friend,“ added Cllr Phillips.
“George has carried the two senior roles at the Council with dignity and determination, despite increasing difficulties during recent months due to his failing health.
“Our thoughts and best wishes are with his family at this very difficult time.”
