More than 20,000 people have already "made a note to post their vote" and returned their completed ballot paper.
The deluge of ballot papers arrived yesterday, Tuesday, April 22, at a special reception area Herefordshire Council has set up for the postal ballot.
"This is a fantastic response when you consider the ballot papers were sent out less than a week ago," said Neil Pringle, Returning Officer.
"We've been encouraging people to fill in their ballot paper straight away and not tuck it away somewhere where they might forget about it," he added.
"This tremendous response demonstrates that people want to have their say and are keen to vote - which is a very encouraging sign this early into the election," added Neil.
"However, this is only the start and I'd encourage as many people as possible to make their mark on the ballot papers and get them back to us as soon as possible."
A team of 200 members of staff compiled and issued 135,000 ballot papers last week.
The last day to post ballot papers to guarantee they will arrive at the Council in time to be included in the count is on Monday next week, April 28.
