Discounts
The full council tax bill assumes that there are 2 adults living
in a dwelling. If only one adult lives in the property the council
tax bill is reduced by 25%; this is known as Single Person Discount
(SPD). Certain people are not counted when calculating the number
of adults. You can download the relevant application form at the
foot of the page. Forms are also available by telephoning (01432)
260360 or from any INFO point.
Discounts are available for:
- Prisoners
- People who are severely mentally impaired
- 18 & 19 years olds for whom child benefit is
paid
- Students
- Apprentices
- People on Youth Training Schemes
- People whose main residence is in a hospital
- People whose main residence is in a Residential Care
Home and they are receiving care
- People residing in hostels or nightshelters
- Carers working for low pay, usually for
charities
- People caring for someone with a disability who is not a
spouse, partner or child under 18
- Members of religious communities i.e. monks and
nuns
- Members of visiting forces and certain international
institutions
Regulations were introduced from 1st April 2004 with regard to
second homes and empty properties that have been vacant for over 6
months. Central Government has given local authorities in England
the discretion to reduce the second home discount to a minimum of
10% of the full charge and completely remove the discount in
relation to empty properties. Herefordshire Council has decided to
allow 10% discount with regard to second homes and levy the full
charge in the case of empty properties.
