Why has the council tax increased by more than inflation?

Answer:

The setting of the council tax is a complicated process. The authority must calculate what funds it needs to provide services and then estimate its levels of income from fees and charges before calculating how much money needs to be raised through council tax. 

Whilst inflation measures the rate that prices have increased, local authorities are often affected by increases in the quantity of services used or by changes in legislation that need to be dealt with. 

In addition, whilst Herefordshire Council is responsible for collecting the council tax, it has no control over the level of precept made by other precepting bodies such as the police and fire authorities.
