In September 2002 Herefordshire Council underwent its Comprehensive Performance Assessment (CPA), a Government initiative designed to drive improvement in local services. This was an assessment of the whole Council, looking at the way it is managed as well as the performance of its services.
Herefordshire Council has always been open to the process of external challenge and in January 2001 it had invited the Improvement and Development Agency (IDeA) to carry out an assessment of the Council.
Using the information from both these assessments that acknowledged the authority’s achievements and highlighted areas for improvements, the Council has drawn up a three-year Improvement Plan. Improvements are focused around five key areas: leadership and vision, performance management, key resources, organisational development and learning and communications.
