Children and young people's workforce for Herefordshire

The Children and Young People's Partnership's vision is based on an ambition and passion to deliver the best services possible to all our young people and their families through all partners working effectively together. All of the workforce should feel they are part of one workforce with a shared vision and common values working together.

Our vision:  

An effective integrated workforce that delivers improved outcomes for children and young people to enable them to be successful, safe and make a positive contribution to their community.

The Partnership is committed to supporting all sectors of the workforce through programmes to develop skills and qualifications so that all employees are well trained and motivated. As a result we want everyone to realise they can make a difference and that they take on ownership of the responsibility to do so. In Herefordshire we want our children and young people to only have to tell their story once in order to get the help and support they need. In the next three years our delivery of services through locality teams will provide us with the opportunity and challenge to do this. 

Our workforce strategy supports the Children and Young People's Plan (2011-2014) - the "Yes We Can" Plan - and the four priorities it will endeavour to deliver. We will develop training or provide help with remodelling to meet the targets we have set ourselves. The Workforce Strategy (HCYPWS) has also been written to support Herefordshire's wider workforce outcomes. This will be supportive of making Herefordshire a place where we work together to bring about sustainable prosperity and well being for all.  In order to deliver this we will support and develop strong leaders in every sector; leaders who have the skills to lead integrated services and work alongside people from differing professional backgrounds. With the creation of our locality based teams we will prioritise training in leading effective multi-agency teams. In support of our safeguarding board we also want all who work with, or have responsibility for, children and young people to be confident and well trained in all aspects of safeguarding. We want our workforce to have a clear set of shared values and all meet the common induction standards as a minimum.

In order to deliver our vision the Partnership is committed to train and offer qualifications to the workforce so that employees can improve their practice and meet the needs of those they serve, especially those who are vulnerable to poor outcomes.

What is the purpose of the Herefordshire Children and Young People's Workforce Strategy?

The Herefordshire Children and Young People's Partnership has the responsibility for improving the lives of children and young people, and their families who live in Herefordshire.  The strategy will support the priorities set out in the "Yes We Can" Plan.

The workforce strategy will:

  • Ensure there are enough suitably trained people in the workforce to support front-line services to meet the needs of children, young people and families;
  • Ensure that people in the workforce receive high-quality training and development, based on rigorous standards and qualifications, both before they are qualified and as their careers develop;
  • Establish and, support the development of effective and innovative professional practice to ensure that children, young people and families receive a high-quality service;
  • Support the development of effective management and leadership throughout children's services.
  • Continue to lead workforce analysis and provide training strategies in response to needs
  • Ensure standards are monitored and lessons learned from the users of the services, (in particular children and young people)
