Licensing

Herefordshire Council has a number of licensing regulatory and registration powers and duties. The Licensing section deals with the following licenses and registrations:
  • Ear Piercing Registration;
  • Electrolysis Registration;
  • Gambling Act 2005
  • House to House Collection Permit;
  • Licensing Act 2003 - alcohol sales, late night refreshment  and other forms of regulated entertainment;
  • Lotteries Permit;
  • Temporary Event Notices;
  • Scrap Metal Dealers Registration;
  • Sex Shops;
  • Street Collection Permit;
  • Tattoo Registration;
  • Taxi Licences - Hackney Carriage Drivers and Vehicle Licences
  • Private Hire Drivers and Vehicle Licences
  • Private Hire Operators Licences;

The information on the application form is required to process your application and to administer this service. It may contain personal data about you. As the data controller of that information, Herefordshire Council will process that personal data in accordance with the provisions of the Data Protection Act 1998.

Where necessary we may share this personal data with partner organisations for the protection of the public funds administered which may include the prevention or detection of fraud and auditing purposes.

Online licence applications

You can now apply and pay online for a number of licences. This is a convenient way for you to apply for a licence and means you no longer have to print and post the application form. For a full list of online licence applications visit the Online licences page and follow the links.

Sales to young people

It is illegal to sell certain products to young people - cigarettes and tobacco, some categories of video, alcohol, knives, fireworks, lottery tickets and scratch cards. It is also illegal for young people under 16 years to operate certain gaming machines.

Age restricted sales

Product Supply only to those aged:
Tobacco products (includes cigarettes, rolling tobacco and cigarette papers 18 and over
Offensive weapons/knives 18 and over
Caps, cracker snaps, novelty matches, party poppers, serpents and throwdowns 16 and over
Fireworks and sparklers 18 and over
Videos, video and computer games: Classification 12 12 and over
Videos, video and computer games: Classification 15 15 and over
Videos, video and computer games: Classification 18 18 and over
Volatile substances/solvents* 18 and over
Crossbows 18 and over
Airguns and pellets 18 and over
Lighter refills containing butane 18 and over
Lottery tickets/Instant Win cards 16 and over
Aerosol paint 16 and over
Alcohol 18 and over

* Intoxicating Substances (Supply) Act 1985

An offence is committed under this legislation if volatile substances or solvent-based products are sold, and it is believed that they are for a person under the age of 18, and that they are likely to be inhaled for the purposes of becoming intoxicated. This offence applies even when it is known that another person is buying the product for the person under the age of 18.

Special attention should be paid to young persons:

  • buying volatile substances and nothing else;
  • buying plastic bags at the same time as volatile substances;
  • displaying signs similar to drunkenness;
  • with spots and sores around the mouth and nose.

However, solvents may be sold to persons under 18 for their normal intended use.

The Cigarette Lighter Refill (Safety) Regulations 1999
It is an offence to supply cigarette lighter refill canisters containing butane to anyone under 18.
